AnnotationNigeria, as the regional power which disposes with 96% of oil reserves in the region and as such occupies the first place in chart of oil producers in Africa and the tenth in the world, wants to increase oil production from 2,4 to 4 millions bbl/d until the 2010 [Terem 2006, p. 430 – 431]. However, are all these prerequisites directed to reduce poverty and boost the development in the troublesome region? This article tries to examine the diverse spectrum of actors and their attitudes involved in the struggle for the control of the resources in Niger Delta. The article briefly outlines the roots of the struggle and offers some prospects for the near future. The aim is to point out that ownership of oil doesn’t mean the development for oil – rich region
