Poľana (Slovensko : pohorie) Language Slovak Country Slovak Republic systematics 57 Annotation After the year 1989, nature protection in Poľana (like the whole of Slovakia) underwent a number of changes. These changes had a strong influence on the development of future nature protection. State nature protection in Slovakia has moved from the sector of culture to environment sector. The Ministry of the Environment is a central body for environmental protection and management. Czechoslovakia split into the Czech Republic and the Slovak Republic in 1993. The No. 1/1955 Act was replaced in 1994 by the new Act of National Council of the Slovak Republic 287/1994, passed on January 1, 1995. This Act represented a new legal basis under which government authorities establish and manage protected areas. The main idea of this act was that not only specially protected parts of nature should be conserved for the future but that it is also extremely important to maintain basic natural processes in landscapes, stressing both diversity and stability of various biological systems. Legislation was subsequently harmonized with the legislation of the European Union and in consideration of international obligations and into the next Act No. 543/2002 the regulations of the European Community were incorporated. It enabled creation of the network of protected areas of European importance in the system Natura 2000. Biosphere Reserves are referred to in the national Nature and Landscape Conservation Act as areas of international importance and coordinated through regional offices of the State Nature Conservancy. Poľana Protected Landscape Area (PLA) Biosphere Reserve (BR) subsequently amended by a Decree of the Ministry of the Environment on 3rd September 2001 (legal act No. 431/2001 Coll.). According to this decree an area of 20 360 hectares (17 102 hectares forest land, 3 001 hectares are agricultural land, 102 hectares are covered by water bodies, 49 hectares are built-up areas and 106 hectares are other areas). In this PLA are three national nature reserves (Hrončecký Grúň, Ľubietovský Vepor, ZadnáPoľana), seven nature reserves (Havranie skaly, Kopa, Mačinová, Pod Dudášom, Pri Bútľavke, Príslopy, Vrchslatina), one national natural monument (Vodopád Bystrého Potoka), seven natural monuments (Bátovský balvan, Havranka, Jánošíkova skala, Kalamárka, Melichova skala, Spády, Veporské skalky) and four protected local sites (Dolná Zálomská, Horná Chrapková, Hrochotská Bukovina, Meandre Kamenistého potoka). Their total area covers 1 369 hectares (about 6.7 % of the PLA). Eight sites of community importance are also situated within PLA (Repiská SKUEV0008, Koryto SKUEV0009, Kopa SKUEV0045, Javorinka SKUEV0046, Močidlianska skala SKUEV0248, Hrbatá lúčka SKUEV0249, Poľana SKUEV0319, and Detviansky potok SKUEV0400). Their total area is 3 824 hectares, which is about 18.7% of PLA. The bird protected area Poľana (SKCHVU022) was designated on 1 February 2008. It encompasses an area of 32 188 hectares and is thus larger than the territory of PLA. In the whole Poľana PLA BR are three traditional rural settlements: Iviny, Snohy and Vrchslatina (on the southern slopes of the PLA) only. These three villages represent a dispersed settlement pattern. Dispersed settlements have their specific Slovak names in this area. The number of permanent residents in these settlements has shown a strong decline over the last decades. Until now, the biosphere reserve is not seen as a promoter for regional development itself. In 2014, the Coordination Board of the Poľana Biosphere Reserve was created. In January 2015, the new comprehensive Management Plan for Poľana Biosphere Reserve (developed in participatory manner already in 2014) was approved by the Coordination Board of the Biosphere Reserve. This most recent plan was inspired by the Action programme for the Entlebuch Biosphere Reserve (Switzerland) which has a partnership with Poľana BR. The Management Plan is the four year plan for the period 2014 – 2017. In consultation with stakeholders, proposed extension of the Poľana Biosphere Reserve (its transition zone) was completed and submitted to International Coordination Council (ICC) UNESCO MAB. The main purpose of the extension was to create conditions for better implementation of the Biosphere Reserve development function. The proposal has been approved during the 4th World Congress of Biosphere Reserves with main topic “A New Vision for the Decade 2016-2025” which was held in March 2016, in Lima (Peru). On the occasion of 25 years of existence of the Poľana BR, a day-long stakeholder event was held on October 29, 2015, combining excursion through the most notable parts of the Biosphere Reserve and a celebration dinner accompanied by presentations on the past and present of the Poľana BR. For the future it is crucial to set the decision-making processes which should be based on the principles of the equality, voluntariness and local stakeholders involvement. Poľana (Slovensko : pohorie) Language Slovak Country Slovak Republic systematics 57 Annotation It has already been 25 years since the Polana Biosphere Reserve has been recognized by the Man and the Biosphere programme under UNESCO as a place with high quality of living environment regarding the nature but also social and cultural wealth. In 1990 Polana was established as the second Slovak biosphere reserve. Biosphere reserve generally represents a potential for sustainable development of an area. The research and monitoring of man-nature relationship are provided in each biosphere reserve by a scientific institution. It just needs to be used in the right way together with the support of the local stakeholders. At the 1995 International Conference on Biosphere reserves held in Sevilla, the role of the biosphere reserve in the 21st century was defined based on the knowledge gained fromthe implementation of the Action plan adopted in 1984. This study gives a brief outline of history of nature conservation in Polana BR territory in past (to 1990). The Polana Protected Landscape Area – Biosphere reserve is situated in the centre of Slovak republic. The area lies on the border of volcanic massifs of the Slovenské stredohorie and Slovenské rudohorie Mountains. Polana PLA - BR covers most of the Polana Mts. which belongs to the Slovenské stredohorie (unit of the West Carpathians), only a small eastern part of its territory reaches into the Veporské vrchy Mts., belonging to the Slovenské rudohorie. The highest point is at 1 458 m a. s. l. (Zadná Polana) and the lowest point is at an altitude of 460 m a. s. l. Polana is the best-preserved Tertiary Period volcano in Slovakia. Polana Mts. is formed by upper tertiary rocks: volcanic rocks and veporids in the east. The volcanic activity mainly affected the centre of 9 Polana, near Kyslinky, which is an erosive caldera, opening westwards. Its diameter is about 6 km, and circumference about 20 km. Polana is characterized by a common occurrence of both, thermophilous and mountain plant and animal species. The object of protection, PLA Pol’ana, is a mosaic of different types of ecosystems. Most of its area is covered by woodlands the rest is an agricultural land. Polana region was divided among historic regions in the region of Pohronie and the northern part falls in the Horehronie region. The area is also an example of a specific landscape influenced by forestry, traditional farming and rural settlements. There are three villages within the area of the PLA only. Its territory was first inhabited by the late Bronze Age and that colonisation continued throughout the Iron Age and was completed in the early Middle Ages. Since the 13th century, increased immigration and settlement coincided with progressive mining of ores and precious metals, and with the development of metalurgy. Since the 17th century, intensive human activities have greatly affected the landscape (forests) of Polana. Mining and metallurgy required increasing forest exploitation. There were incessant demands for logging in ever more remote areas, from which the timber was transported by floating on the rivers and later by forest narrow-gauge railways. The southern part was colonized since16th century. The open grasslands within Polana, which are typical for the area and lend the name to the PLA and BR. Human settlements are particularly those in traditional managed farming areas in the southern part of Polana. The first protected areas were declared in 1964: State nature reserve Hroncokovský grún and natural creations (currently natural monuments) Melichova skala, Janošíkova skala and Bátovský balvan. In 1967 it was declared a national nature reserve Lubietovský Vepor. The Polana PLA was declared in 1981 by a Decree of the Ministry of Culture of the Slovak Socialist Republic on 12 August 1981 (legal act 97/1981 Coll.). In 1990 PLA became a part of the world biosphere reserves network. It was divided into three zones: the core area includes small protected areas with fourth and fifth levels of protection (1 238 hectares), the buffer zone with an area of 9 650 ha, and the rest of the area which is the transition zone and covers the largest part (9 191 ha) Public work category ABB No. of Archival Copy 36936 Catal.org. Poľana (Slovensko : pohorie) Language English Country Romania systematics 502 Annotation The spreading abandonment of agricultural land represents an opposite situation to the increasing intensification of agriculture in many world counties. As a consequence of the changes in traditional ways of land cultivation in Europe, transformation in diversity, ecosystem structure and land degradation occur. Traditional meadows and pastures are receding due the abandonment and secondary succession succeeds. This causes alterations to ecological processes on both the ecosystem and landscape levels. The most frequently stated reason for land abandonment in the post-communist countries of Central and Eastern Europe is the transformation of socialist agriculture to market economy. UNESCO biosphere reserves - such as Poľana - consist of a network of sites that should represent excellent models for landscape management in preserving a range of broad functions and respecting sustainability principles. This research is intentionally focused on this protected area, analysing agricultural land abandonment on the local level in detail.
