Descr. články - journal articles Language English Country Belarus Annotation After the World War I, Poland was restored and within European countries belonged to medium-sized states in terms of its area, but also human and economic potential. Although at the beginning of the 1920s, the Second Polish Republic was able to gain large areas of Western Ukraine, Belarus, and Lithuania from Russia and also acquired part of the disputed territo- ries with Germany, its geopolitical position was very vulnerable. Initially defeated or the bypassed superpowers of Germany and the Soviet Union gradually gained in importance and military power in European politics, until in the second half of the 1930s they became dominant in dealing with the foreign political affairs of Central and Eastern Europe. Surrounded by these revisionist neighbours, Polish foreign policy tried to maintain a balance towards both and maneuvered from neutra- lity to friendship with these great powers (mainly towards Berlin). At the same time, it tried to act as a regional power, with the ambition of concentrating smaller friendly states on itself, but without success. On the contrary, by the gradual loosening of the alliance with France or even the hostile policy towards Czechoslovakia in the fall of 1938, Poland became largely iso- lated. Finally, in 1939, it was no longer able to prevent the agreement of Berlin and Moscow on its new division between the neighbouring powers. Stredná Ázia Form. Descr. články - journal articles Language English Country Poland Annotation In 2021, the Shanghai Cooperation Organisation (SCO) turned 20 years old. With “Shanghai Spirit” as its guiding principle, the scope of SCO’s activity has significantly expanded, recently adding India and Pakistan to its members. As a result, SCO policy has heavily influenced the Central Asia region. In response, in 2019, the EU launched a new strategy for Central Asia, adopting “connectivity” as its core concept. As a result, both SCO and EU strategies in Central Asia tend to conflict with each other, thus leading to uneven and inconsistent development of the region. Therefore, this paper aims to identify contradictions between SCO’s “Shanghai Spirit” guiding principle and the EU’s concept of “connectivity” by comparing the SCO and EU strategies toward Central Asia. The methodology in the paper involves a qualitative comparative method, including two qualitative case studies, represented by the SCO’s “Shanghai Spirit” and the EU’s concept of “connectivity” in their strategies on Central Asia. The article concludes that contestation between the SCO and the EU policies in Central Asia impedes stable development of the region, and therefore, a compromise between both policies in Central Asia is suggested. The reasons are obvious – its geographical location, the consequences of climate change, natural resources, and its distance to great powers boundaries. All those elements point out the economic importance of the Northern Sea Route area. It is not area of interests only for great powers directly connected to the zone – such as Russia or the United States – but also for actors looking for new economic and political challenges – for instance, China, the second most visible player in the area. There is no doubt that the Northern Sea Route area will be a region of major disputes in the very near future. Of course, this topic can be discussed only in the broader context of the geopolitical importance of the whole Arctic region.
